Why do most phones run on Gingerbread?

I made some digging out of curiosity and found out that most of the phones these days run on Gingerbread, even if there are new releases after it. Why is that? Is it better than the newer ones?

Probably most people don't bother to upgrade. Or most people can't afford a device which can run newwe versions, like Ice Cream Sandwich or even Jelly Bean. I'm not so sure about being better than the newer ones...

    Device(s)
    Samsung Galaxy Note
    Android OS
    ICS
Personally I do think that ICS update is more useful for a device. Possible reason of coming sets in ginger version may be due to early production etc. Generally people will do upgrade to ICS version if they found it suitable for their device.

No one can define the interest of users... As of now many people using Windows XP even after many windows version come out. So its hard to say anything exact about this.

I have ICS on mine, I upgraded it a while ago. I was quite pleased with Gingerbread though, I only made the upgrade out of curiosity. I have no idea why most of them come with that OS though, I didn't bother to ask anyone.
