Will rooting free up this internal memory for app storage?

My phone comes with 13GB of internal memory. I guess some is used up by the OS and other installed devices as what I have left is about 12GB. The thing is, I can't seem to make use of this at ALL. I try to download another app, and it tells me there is not enough space available on the device. However, there is no way any app exceeds 12GB. If I root my phone, will I have access to this memory?

By the way, I HAVE tried apps2sd - with pretty much every application. No luck.
